In order for anyone to be allowed to drive a car, there is a process that they are supposed to go through and if they do not successfully complete it, then they will not be able to be allowed on the roads and if they are found driving without the right documents and certification, then they will be penalized for that. Students in high school are supposed to take a drivers education class. This is where they actually learn what driving is all about. They are taught how to steer the car and balance well while driving. When they pass for this class, they are then they can go ahead and get a permit for driving. Before they get given their drivers license, they have to go through a booking theory test. This is going make sure that responsible people are being put on the road. They do not want to take any chances of lives of human beings is at stake here. Just because you can drive a car, it does not mean that you know the rules of the road. Without such knowledge, you will be putting people life in danger by being on the road.
